Elizabeth Butler brings over 35 years of experience as a practicing attorney to her work with public and private sector clients to drive sustainable economic development. She has served as legal advisor to USAID, World Bank, and the Millennium Challenge Corporation on international energy projects in the Caribbean, Africa, and Eastern Europe, and as transactional counsel to private and public sector clients on renewable energy development projects, energy efficiency projects, and related complex commercial transactions. Ms. Butler recently served as Energy Governance Specialist for the USAID Caribbean Clean Energy Program, leading the work to support Jamaica and seven Eastern Caribbean countries (Antigua & Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, St. Lucia, and St. Vincent and The Grenadines) to create a legal and regulatory framework enabling acceleration of renewable energy and energy efficiency projects and increased private sector investment in clean energy projects. Ms. Butler also has served in the public sector as Chief Counsel to the Governor of the State of Maine, as an Assistant Attorney General for the State of Maine, and most recently as an invited member of the Independent Peer Review Committee reviewing the U.S. Department of Energy, Office of Energy Efficiency and Renewable Energy, Water Power Program.
